Airlines have stopped making reference to fuel prices some time now after losing a suit in the USA.
It is now an arbitrary way to split the fare (excluding taxes) between a base fare and an YQ. The major motivation of YQ nowadays is to make it expensive for awards. YQ is origin dependent (even on a return ticket) and airlines tend to charge different YQ, hence different cash cost for awards.
