I would not be shocked if it was an impatient security agent who wasn't sure how to open it and tried brute force instead before realizing how it worked. I would report it to DL with pictures and see what they say, DL is usually great about some sort of compensation (even if only miles) for the most minor damage.
For the record, I haven't had one of those TSA cards placed in my checked luggage in months despite knowing exactly when my bag had been opened (I tie the main compartment zippers together with a twist tie bent a specific way so I can tell when it has been untwisted and re-twisted).
