I figure there's no risk if I buy full Y-fare, then apply for the visa, then refund it and get a cheaper nonrefundable Z/P-fare. It will cost me a few bucks for the period until the new ticket, but as long as I get all my money back I'm ok with it.
Yes, if you use the search type "unrestricted" then you will only be shown fully refundable and changeable fares.

To be extra certain, you can view the fare rules for your purchase and search for the word "CANCELLATIONS PERMITTED".
