I believe regional FAs are supposed to follow the regular mainline AA service standards (in terms of taking orders, meal presentation, etc.). I've also had the cold nuts served in a rush just before landing. I'm happy to be corrected if someone can confirm that there is a different service standard for these regional flights, but I think a lot of these FAs just don't know the policies.
If I recall from this thread, for some reason the regional service flow is to give the nuts after the meal.
