The Turkish airlines tweet implies a "banderole visa" is a visa on arrival, but I spoke to Turkish Airlines in Berlin and they thought it meant (only) a visa from the embassy...
I'm due to travel to Istanbul in the next 4 weeks from London. I live in the UK but hold a US passport. The Turkish Airlines tweet confused me as well, so I contacted the Turkish Ministry of Foreign Affairs. Their response was as follows:

US citizens can obtain visa upon arrival, on the condition that they fly in from countries other than US.

So on that note, I'll be continuing with my trip as planned. Hopefully all goes well.
