If you read the post what clearly happened was that Hertz said that the OP agreed to DCC but the OP in fact did not. I fault Hertz for doing this.
DCC is a very poor deal, but some people might prefer to know how much
a charge is in their own currency. The merchant is supposed to only use it when the customer agrees. But many clerks, etc. have no understanding of it and give customers the bad deal without asking. This isn't the worst crime in the universe, but it is wrong and it adds up.
