But I think that's OP's point--there's nothing on the HMRC website that says it only applies to "goods that you intend to permanently import into the UK" (or am I missing it?), so you don't know if you're breaking the law by bringing in high value personal items.
Granted, it might be a non-issue given the level of enforcement, but the website should be more specific, if in fact it only applies to goods you intend to leave in the UK.
