Because tobacco and various other products -- even those legally acquired in parts of the Schengen area, taken out and subsequently returning to the country of origin -- may be subject to having to meet Portuguese legal requirements for entering and/or transiting goods.

The OP said that it's leftover snus; that and even just other stuff said by the OP also make it clear that it's MIA-LIS-OSL which is of concern.
