I don't think that's the issue. There are fares LHR-SYD and fares MIA-LON and they say things like
OPEN JAWS
FARES MAY BE COMBINED ON A HALF ROUND TRIP BASIS
-TO FORM SINGLE OR DOUBLE OPEN JAWS
A MAXIMUM OF TWO INTERNATIONAL FARE COMPONENTS
PERMITTED. MILEAGE OF THE OPEN SEGMENT MUST BE EQUAL/
LESS THAN MILEAGE OF THE LONGEST FLOWN FARE
COMPONENT.
the
longest component determines the maximum gape of the jaw.
However what stuffs this idea up is

WHEN THE OPEN SEGMENT OCCURS
-BETWEEN AREA 2 AND AREA 3
-WITHIN EUROPE OR WITHIN AREA 3 COMBINATIONS ARE
WITH ANY FARE FOR CARRIER BA/IB IN ANY RULE AND
TARIFF.
Most of the fares don't allow the open jaw to span the Pacific (IATA area 1 to area 3) even though in this case LHR-SYD (great circle distance or LHR-SIN-SYD) is greater than the proposed open jaw distance SYD-MIA (great circle distance).
