I'm so confused about the rules. I'm also conservative and would prefer to arrive 2 hours before am flight or even 3 hours before an intl later flight.
Pre✓ = getting you through TSA faster (or at SFO, CAS)
GE = getting you through CBP faster

When you sign up (and are approved) for GE, you get automatic Pre✓; but not vice versa.
