what is there about the unambiguous part of the new tourist tax that you find so difficult to read and understand ?
I have therefore underlined the "magic" words that require guest (tourist) to pay to the operator (the hotel) that you allege do not exist.
It is the duty of the tourist to pay TTx* to the operator.
Just to see if reservations made at the Hilton in question add this tax I made a dummy reservation, both cash and another points and at the end of both was this amazing notice -
Alert: Room rates are subject to an additional Tourism Tax with effect from September 1, 2017. The levy of MYR 10 per room per night will be added to the hotel bill and is applicable to all relevant individuals as per Malaysian government guidelines.
Furthermore, I don't doubt when you made a booking the consumption tax was not charged as consumption taxes/levies are routinely charged on the back end not at booking.

No one suggests that. However the only requirement is that it is charged, not that the money must come from customers pocket instead of hotel's.
In fact just booked a SPG award night. Guess what? Hotel paid the tax. My bill was zero.
