I see the the section under special items now. However I believe they are entailing items that are of a fragile/high value nature. Ie a hard disk, a CPU chip, etc. They're not meaning you can't pack a keyboard or mouse. However as is usual, an agent has no clue to real meaning and just says anything related.

Most likely some bozo clown put a HD in checked luggage and then tried to file a damage claim. Easier to put computer and computer related accessories then to list out each item. Stretched to the limit the DL agent you talked to, a CD wouldn't be allowed.
