I have had the same problem trying to contact Chase through any of the phone numbers on the website or credit card. I am trying to call from Singapore using a Singapore local mobile phone but no luck on even the U.S. local numbers. It always returns a message saying "we are experiencing technical difficulties please call back"? As a note, I finally reached a rep via their military phone number which is a US local number. They then transferred me to the CC desk. I am trying to figure out why they would block international numbers even if I want to pay for the call? Any idea's?
They may not be intentionally blocking them. I find when I'm trying to call Verizon numbers from my home line in Australia, I'm frequently bounced to a message saying "the Verizon customer you're trying to call is unavailable" when their phone didn't even ring. It may be an issue with the two carriers' interconnection.
