All the above is correct, if the transfer lanes on the left of the immigration line are not open, then go to the APAC/Diplomat desk on the right side and make sure you ask clearly for 24h transfer without visa and to use the transfer route, not the baggage collection route. The general immigration agents in the middle of the row of immigration desks can't handle transfers without visa.
