The TPAC market is, for the most part, already very competitive, with J fares often in the $3k-$4k range, so there's less need to offer discountd fares to leisure pax.
That's interesting as I find DL fares exUSA in business class to generally be cheaper TATL than TPAC, although certain destinations or city-pairs are exceptions.
