Try checking your email for a message called "PROD-GOES - User Enrollment" and look for "User ID" in the body. I selected my GOES screenname early on during my online application.

Assuming you applied online (and not in person or by mail or something) I'm not sure how you couldn't have a GOES ID.

Edit: I see your 3:41 and 3:55 posts and unfortunately don't know how to help further.
