Third time in a year your account is compromised? I would venture that your computer is infected with malware causing your account to be compromised. Or you have a vendor that you're using that has really bad security. I doubt you're using a jailbroken iPhone or using the unofficial google app store, as those can be sources of malware also.
I can see fraud happening even without malware or a full account compromise. A lot of merchants in the US still don't have/use chip readers, for example.
