Why are you even dealing with phone agents? They can't do anything with respect to checked bags but give you bad information. You don't have a problem until you get to the airport and they try to make you pay. Which should not happen. If you are in business class, you get the business class baggage allowance.
My advice is, just let this go. There's simply no point in spending two seconds worrying about it prior to the airport.
