Not sure why they'd have to drop to 70...
There's a limit on the total number of 76 seaters, and then another bucket for 70 seaters, and then a total for all RJs. These replace the ExpressJet CR7s that are leaving the Delta fleet, so it's a play to maximize the RJ allotment.
