That's tradition going back to the NW days. We always got some sort of breakfast before arrival in NRT, even on a late-afternoon arrival as I remember.
After a short night's sleep (I always seemed to wake up somewhere over Alaska) I was never too hungry, so I would ask the FA to just give me the fruit plate and croissant and keep me filled with coffee and OJ. Having had a look at the fruit on your flight, I think I would have skipped that as well. At least NW could do a decent fruit plate at the end of a TPAC flight.
I can agree that waffles and pancakes would be yummy any time of day. Unfortunately what you see in that picture was the only option other than the “sold out” noodles. I’m guessing everyone picks the noodles given time of day
