That's why your comparison is so silly
Your example is the silly comparison. First, a $10K+ restaurant bill is an outlier, so the property would likely put a max charge on it if it wanted to do any business. More importantly, the concierge has no idea if you are going to spend $10 or $10K.

Here's a restaurant comparison that makes sense: You want a $40 buffet reservation and the hotel charges you $44. I for one would not have a problem with paying the extra four bucks.

As to housekeeping, which you mentioned, some housekeeping functions are a listed benefit of resort fees.
