I have only seen this once in Europe on a completely full Eurowings flight DUS-PRG where there was still jockeying for overhead bin space when we pushed. It got shut down really fast though.
In countless other European flights I've never seen it. Then again I never fly Ryanair or easyJet, maybe those are the problem?
