Changing from US to Non-USA Based - PQD Exemption When?

So I have now moved to Europe as of July 2nd this year. I have an European address, phone, work etc. I understand I don't need to worry about PQD if I live in Europe. Correct?

So

1) How do I go about telling UA about this move?
2) For 2017 am I exempt from the PQD requirement?
3) How long do you have to live in the non-US country to claim exception. (Recall I moved on July 2nd but I could legitimately claim I've been here since May).
