AMEX USA does it the same way. For the Hilton Card, it's 6x points on US Restaurants, US Gas Stations, and US Supermarkets.
That's a weird practice. AMEX charges merchants 0.40% on top of the regular acceptance fee when they process a payment of a foreign issued card.
