Correct. Wuhan is OK for Americans for up to 72 hours as long as it is the only touchdown in China between two international endpoints.
SFO - WUH - BKK = OK for Americans to TWOV
SFO - PVG - WUH - BKK = not OK for Americans and Canadians to TWOV, though other nationalities are fine (though the time inside China is limited to 24 hours for the other nationalities).

In [MENTION=20589]kate[/MENTION]'s case, with WUH the only Chinese city involved, the limitation becomes whichever nationality has the shorter TWOV...in this case, the Bulgarian passport holder which is 24 hours.
