Technically I know he should be, but the fact that worries me is that we are arriving on a direct flight from the US.
My reading is that this is fine for TWOV. Holding a US green card is not relevant in this case, nor does the arrival from the USA affect the Bulgarian nationality.

Bulgarians can transit for up to 24 hours. Leaving the airport is permitted.
