When you returned the car and received the receipt , what does the receipt state

It looks like Hertz billed in USD - if your receipt shows a USD amount then it looks like the option to pay in card currency (Dynamic Currency Conversion) was used

To stop it in the future, make sure that payment and receipt are taken in local currency and not dynamically converted to USD
