To be honest, the Four Points by Sheraton is a much, much better value. Yes, it isn't in George Town but it's cheap, has a good restaurant (as good as Eastern & Oriental), and is on the beach. Plus, the Uber ride from the hotel to George Town is less than $7.
Nobody's staying at the E&O for value, they're staying for the history.
The Four Points isn't a bad hotel at all, but the location leaves a lot to be desired (nothing walkable except a Tesco and a modern mall/marina combo). Disagree about the restaurant though. Penang is one of Asia's great food cities, much better options than either hotel.
