Transporting civilians (so to say) across bus taxiways and past busy gate areas or even across active runways would be overall more expensive than just paying two TSA agents to scan the passengers departing from the GA area of an airport.

Particularly in the case of LAX, I do think that there are enough VIPs to justify the expense. Otherwise, we'd probably be looking at cops/TSA/airport security escorting the VIP all the way from the curb to the plane. Certainly a more expensive solution...
My reading from that section of the article suggests that these were not private flights, just elites getting very special treatment at a very special price.
