They sort of have too. It makes no sense to have passengers on private flights go through the procedure in place for commercial passengers. Usually general aviation terminals are separate units, far away from passenger terminals.
Transporting civilians (so to say) across bus taxiways and past busy gate areas or even across active runways would be overall more expensive than just paying two TSA agents to scan the passengers departing from the GA area of an airport.
Particularly in the case of LAX, I do think that there are enough VIPs to justify the expense. Otherwise, we'd probably be looking at cops/TSA/airport security escorting the VIP all the way from the curb to the plane. Certainly a more expensive solution...
I was under the impression that private aviation did not have to go through TSA.
