Okay I just booked my first EYW run. On one fare, L is the cheapest Flex. It's also the cheapest Tango. I booked it all online, then called in. She laughed when I mentioned "fare basis codes", but she confirmed that fare was TG.
I'm on hold and she's talking to ticketing now.
They really didn't think this through. It's broken for anyone using an OTA that can't specify this.
Edit: Ticketing couldn't do it. Have to wait for rates in the morning. Sigh.
