Alternatively, one can use Google Voice or another VoIP service to call US numbers, avoiding the issue entirely. (Of course, this probably wasn't an option eight years ago.)

Also, I haven't noticed Chase blocking my cards without at least emailing me first to confirm/deny suspicious charges but YMMV.
