I believe it's a Singaporean government rule too - the agents CAN and DO sometimes offer flexibility, but they're not supposed to. Your safest option is probably to clear immigration and check-in again for the Firefly flight.
As I said, the flight I'm currently booked on is the last flight of the night, hence my quandary. If there were later flights the same day for me to be accommodated on, I'd be fine taking the risk.

Anyways, I think my plan (for this Friday) will be as follows: take the Skytrain from T3-A to T2-F upon arrival. If it looks like I can make it to the FY landside counters by T-45 based on the immigration queues, go through immigration just to be sure. If not, just go to the gate and hope for the best.

Last thing: I did buy a back-up flight on AK that leaves about 1.5 hours after the FY flight leaves (much less convenient for me though, as it arrives in KUL vs. FY in SZB). AK states that customers who don't need visas to enter Malaysia can skip the landside document check and head straight to the gate if they have done OLCI and don't have checked bags. I wonder why FY doesn't have a similar system in place?
