RDM is the "base rate" of earning in a program. Tier 1, 2, etc is the "enhanced" rate that you have when you have status in a certain program. In your case, since you're starting from scratch, just look at the RDM column.
Since all programs credit at 125%, and since it seems that the easiest way for you to use miles is AC, just credit to Aeroplan and spend the miles as quickly as you can.
