I got a similar error at one point; I fixed it by deleting the contents of C:\Documents and Settings\All Users\Application Data\Symantec\LiveUpdate\Downloads
This was something recommended in one of the support pathways at Symantec's web site. It's probably worth a shot . . . it doesn't appear to hurt anything.
