Nope. You don't really drive thru Baltimore city traffic. You take either of the tunnels or the bridge and skirt the city. Traffic is never a problem for me when I use the Harbor Tunnel, even at rush hour. OTOH, traffic in Delaware is always a pain in the rear end.

And Southwest has many, many more convenient flight options at BWI.

Of course, if you have AMEX Platinum, the opening of the Centurion Club at PHL is a game changer, and far surpasses the Priority Pass lounge at BWI.
