When you book a flight you see the fare difference - in your case £39. So the cost of choosing higher class is just a fare difference.

After you've booked your ticket, an upgrade will cost you a change fee + fare difference - in your case £60 (change fee) + £39 (fare difference) = £99.

From time to time you may be offered a POUG.
