Hmm. My (albeit limited) experience of DUB is that you'd probably make the 1400 flight based on the following:
- TATL eastbound flights often arrive early
- DUB is really not that busy - and I've never seen long waits at bag claim or immigration
- your bag drop deadline for FR is 40 minutes
I'd be surprised if you weren't in the queue for FR bag drop somewhere between 12:30 and 13:00... provided, of course, there's no delays...
Bear in mind FR are pretty strict on the carryon bag size as well - don't expect to be able to take onboard what passes for carryon in the US!
