Yes, I believe that only 20 and above can rent at all without USAA (except in NY where they will rent to 18-19 for a small fortune). Even AAA which also waives the underage fee will only do so for 20-24.
My working assumption is that under 20 cannot be added as an additional driver regardless of the circumstances or discount code used. Over 20 is fine.
