I don't think this will work if your son's friend is under 20. My daughter (18) rents just fine with the USAA CDP. Once I checked out a rental under my name with the USAA CDP and attempted to add her as an additional driver. Even though she can rent on her own without an underage fee, Hertz's counter system would not let her be added at all as an 18-year old under my contract.
Now if your son's friend is over 20,
think Hertz will let him drive (most likely without an underage fee since USAA CDP will probably waive it), but I'm not at all certain about this.
