My highest upgrade percentage at IHG properties is by far CP stays. I have a feeling that is because they feel sorry for the elite members that have to stay at their properties. Pretty much every CP hotel I have stayed at is tired and worn. Not to mention they tend to have the funkiest layouts. It's just depressing to get upgraded to a two room suite or executive floor room and still feel underwhelmed.
