First, you may want to back up and restore the phone via iTunes, to see if that solves the problem (and which is good housekeeping practice for iPhones anyways):
- If you're on iOS 10 and want to keep it:
Use the iTunes "Back Up Now" and "Restore Backup..." options .
- If you're ready for iOS 11:
then iTunes "Back Up Now" and "Restore iPhone" options
If that doesn't work, it's time to file a bug report:

Hopefully with enough reports, and people pointing Apple to this thread, they get it fixed soon.

(Of course, an upgrade to iOS 11 may fix the problem anyways, but some housekeeping never hurt in any case.)
