Anyone who works at an airport knows this, especially if they're criminally minded! The only way to deter this is to lock your zips together and also lock them to a fixed loop at the end of the zipper/somewhere on the case (this prevents re-closing the zip, not opening it in the first place).
Indeed, securing a bag and its contents is not the same thing as detecting tampering.
