Duty hours start from sign on at the start of the day,until sign off,and include time spent on the ground during turnarounds and other duties such as simulator time etc.Block hours are from blocks off to blocks on.
In case anyone is still uncertain about this, "blocks off" is supposedly when the blocks/chocks are taken away from the aircraft's wheels so that the aircraft can start moving at the beginning of the flight, and "blocks on" when they're put back after the aircraft has parked at the end of the flight. These days, AIUI it tends to be measured from the release of the parking brake before pushback/taxi until application of the parking brake after parking on the stand.
