I am not sure why there would be any ticket reissuance occurring
The purchase of the infant ticket is a new ticket and just needs to be paid for and issued
Has the credit card been charged for the infant fare ?
Looking at the oneway fares, if it will issue it, it looks like it might be cheaper if you can get BA to sell it
