NAIA 1 has improved a little bit since. Many airlines have moved over to Terminal 3 and you no longer have pay departure tax in cash upon departure.

There is now a shuttle bus between terminals (FREE)

Unfortunately, the long lines are still there and the line to get into the terminal is still there.

I can't think of a worse airport in SE Asia than MNL.
