Sorry my mistake, I somehow misread the itinerary as YYZ-YVR-HKG.

In that case, AM is correct. No bag allowance on JFK-YVR officially, although CX agent might be confused and give you 2 bags anyway. If fees were to be collected, AC rule should apply, so 25CAD for the first bag and 35CAD for the second.
