Exactly.

The actual issues are:

1. CX's system is not equipped like AC or other U.S. airlines to charge baggage.

2. CX's GA may not be aware of this after all.

I simply don't know how CX charges you a fee in this case.

Since CX is the one crossing the sub area, CX is the MSC.
