The issue is whether or not Qantas will detect that and let me check the J allowance. It's QF's responsibility to make sure the baggage complies with the CX policy. Once it's accepted by QF, it can't be rejected by CX.
It is entirely possible the check-in system will not allow the bag to be accepted until the correct payment (or override) is issued. And if you don't pay it, QF may be asked to pay. And that almost certainly isn't going to happen.
Some QF agents can be real sticklers for the rules. So I would only count on the CX luggage allowance.
