I would expect the airline to follow its own rules. If I have a seat assignment on an overbooked flight, I'm in all likelihood higher priority in the IDB order than someone who's confirmed without a seat assignment. I shouldn't be offloaded by the GA before the deadline, which is usually 30 minutes before scheduled departure for international flights and about 15 minutes for domestic flights.
